Urges Hawaii counties to endorse and use the Universal Periodic Review recommendations as measurements for each county's efforts regarding its commitment to citizens.

Directs transmission of certified copies of the resolution to federal officials, state agencies, and local officials including the UN Secretary-General, U.S. President, Congress leaders, Hawaii Governor, Attorney General, and county mayors.
