State Sheriff is urged to create a working group to develop a course of action and possible operations to combat the drug epidemic, including expanding the special operations K9 unit for drug detection.

Working group must discuss cross-jurisdictional issues among federal, state, and county law enforcement agencies and include representatives from federal agencies (DEA, DHS, U.S. Attorney's Office), state departments, county prosecutors and police, non-profits, and community stakeholders.

Sheriff must submit a report to the Legislature no later than twenty days before the 2018 Regular Session containing narcotics trafficking data at Hawaii's five major airports, statistics on the drug epidemic's community impact, and a comprehensive action plan.

Working group is dissolved on June 30, 2018.

Certified copies of the resolution are transmitted to the State Sheriff, federal agencies, Department of Transportation, Attorney General, county prosecutors, and county police chiefs.
