Colleges of Arts and Sciences at University of Hawaii at Manoa comprise 55% of student semester hours and 42% of the student body but receive only 18% of combined tuition and general funds.

Fiscal cuts have resulted in nearly 50% loss of tenure-track faculty positions in some departments over the past 15 years, with many positions remaining unfilled.

University of Hawaii at Manoa is requested to adopt a transparent and equitable budget model that aligns revenue sources with intended use and gives instructional units priority access to tuition-generated revenues.

University of Hawaii at Manoa must submit reports on resource allocation and progress implementing the transparent and equitable formula to the Legislature no later than 20 days before the regular sessions of 2018, 2019, and 2020.

Certified copies of the resolution shall be transmitted to the Board of Regents Chairperson, University of Hawaii President, Chief Financial Officer, and University of Hawaii at Manoa Interim Chancellor.
