Establishes a task force within the State Foundation on Culture and the Arts to plan and coordinate celebration of the 150th anniversary of Japanese emigrants' arrival to Hawaii on June 20, 1868.

Task force composed of 12 members: 3 selected by Senate President (at least 1 senator), 3 by House Speaker (at least 1 representative), 5 by Governor, and Executive Director of State Foundation on Culture and the Arts as ex officio member.

Task force shall develop and coordinate program activities and events from January 1, 2018 through September 4, 2018 to commemorate the anniversary.

Task force must submit report to Legislature no later than 20 days before 2018 Regular Session, including events executed, implementation plans, and recommendations for disbursement of public funds.

Task force dissolves on June 19, 2019; members are exempt from Hawaii Revised Statutes chapter 92 (Open Meetings) and are not considered state employees under chapter 84.
