Urges the Department of Transportation to update the Kalaeloa Airport Master Plan, which has not been revised for approximately 18 years.

Requests the updated master plan include strategic plans for job growth, economic development, increased commercial flight use, environmental sustainability, and private-public partnerships.

Directs the Department of Transportation to develop the updated plan with input from West Oahu and Leeward Oahu residents, businesses, landowners, and relevant government agencies including the Navy, Office of Hawaiian Affairs, and City and County of Honolulu.

Requires the Department of Transportation to submit the completed updated master plan to the Legislature.

Directs transmission of certified copies to relevant federal, state, and local officials including the Governor, FAA Director, Navy Commander, and Mayor of Honolulu.
