Requests the University of Hawaii System to establish a student exchange program compact with the University of Northern Philippines College of Hospitality and Tourism Management and Ilocos Sur Community College Tourism Management Program.

The compact, named the "Philippines-Hawaii Tourism College Student Exchange Program Compact," shall focus on hospitality, tourism, and transportation management exchanges between institutions.

Directs the Dean of the University of Hawaii at Manoa School of Travel Industry Management to report findings and recommendations to the Legislature no later than twenty days before the Regular Session of 2018.

Requires the report to include the number of participating students, an assessment of the compact's effectiveness, and any recommendations for improvement or proposed legislation.

Acknowledges the historical connection between Hawaii and the Philippines dating to 1906 when the first Filipino plantation workers (sakadas) arrived from Ilocos Sur.
