Request the Office of Hawaiian Affairs to convene a study group to recommend appropriate ways to honor Robert William Kalanihiapo Wilcox, Hawaii's first elected delegate to Congress (served 1900-1903).

Study group shall comprise the OHA Board Chairperson, Director of Lāhui Hawaii Research Center, representative from Hawaiinuiākea School of Hawaiian Knowledge, representative from Association of Hawaiian Civic Clubs, Superintendent of Education, and a family member of Wilcox.

Study group to consider honoring Wilcox through dedication or naming of public facilities, roads, or structures; and recommend curriculum development by Department of Education to educate students and the public about his life and accomplishments.

Study group must submit recommendations and proposed legislation to the Legislature no later than twenty days before the 2018 Regular Session convening.

Study group dissolves on June 30, 2018.
