Urges the Hawaii Department of Health to adopt and implement rules allowing cottage food operations to legally operate in the state, which currently does not permit such operations.

Defines cottage food operations as home-based food production businesses with annual gross income of $50,000 or less.

Specifies 23 approved non-potentially hazardous foods including candy, jams, jellies, chocolates, nuts, dried fruits, mochi, poi, and pickles.

Requires cottage food operators to obtain biennial permits, complete food safety training before first permit, and label products with producer name, address, product name, major allergens, and a disclaimer that food was made in a home kitchen and not inspected by the Department of Health.

Permits sales at home, farmer's markets, farm stands, and municipal or non-profit events, but prohibits internet sales and sales at privately sponsored events; allows social media promotion but not online sales.
