Urges the Public Utilities Commission to require all documents, testimony, and visual displays submitted in connection with dockets include accurate net or projected energy generation information in addition to nameplate capacity.

Requires that all applicable discussions during Public Utilities Commission public meetings refer to net or projected energy generation alongside nameplate capacity.

Identifies that statewide wind production capacity is estimated at 171 megawatts by nameplate but only 32 percent of that amount in actual energy capacity.

Notes that for solar photovoltaic and wind power, nameplate capacity or rated output calculations do not usually represent actual energy generation and can mislead the public.

Directs certified copies be transmitted to the Governor, Director of Business, Economic Development, and Tourism, Chair of the Public Utilities Commission, and Hawaii State Energy Office.
