Requests that the task force established to study effective incarceration policies include in its final report (due no later than twenty days before the 2018 legislative session) sites of ten acres or less for a new correctional facility to reflect modern vertical construction design.

Directs the task force to continue studying policies to reduce incarceration rates, including nonmonetary bail options, substance abuse treatment programs, improved parole support systems, and efforts to reduce Native Hawaiian incarceration rates.

Requires compliance with all applicable state laws regarding environmental impact statements and environmental assessments, as well as county ordinances, in the process of studying and developing any new correctional facility.

Mandates that certified copies of the resolution be transmitted to the Governor and Director of Public Safety, with the Director requested to share copies with task force members.
