Department of Business, Economic Development, and Tourism is urged to create a plan to develop the West Oahu Creative Lab Media/Film Studio Complex and relocate the Hawaii Film Studio from Diamond Head to the Complex.

University of Hawaii Board of Regents is urged to approve the transfer of 30-50 acres to the High Technology Development Corporation to establish the Complex, as required by Act 124, Session Laws of Hawaii 2016.

The Complex would provide employment opportunities for graduates of West Oahu creative media programs and serve as a public-private partnership facility for film and media production.

The Hawaii Film Studio currently operates as the only state-owned and state-operated film studio in the country and has produced television shows and films including Hawaii Five-0, Lost, and Magnum, P.I.

Development of the Complex is intended to promote growth in creative media and film business, attract international investment, and support local workforce development in West Oahu.
