Urges the Department of Health to adopt rules by September 1, 2018, conforming Hawaii's underground storage tank regulations with the July 15, 2015, revisions to federal EPA regulations (40 CFR Part 280).

Requires field-constructed underground storage tanks with capacity greater than 50,000 gallons installed before July 15, 2015, to be upgraded with secondary containment and subject to release detection requirements by July 1, 2019.

Requires field-constructed underground storage tank systems installed or replaced on or after July 15, 2015, to include secondary containment and interstitial monitoring capable of detecting a 0.2 gallon per hour leak rate.

Prohibits installation of new field-constructed underground storage tanks on or after July 1, 2017, unless they have secondary containment and comply with all state rules.

Authorizes the Department of Health to revoke permits and require permanent closure of tanks owned by operators who fail to comply with adopted rules.
