Urges the Governor to develop a strategic plan with benchmarks to double local food production for import replacement and double exports of food-crops, value-added products, and ornamentals by 2020.

Requires the strategic plan to identify food crops by island that can be grown locally, lands available for purchase or exchange, and guidance on land acquisition, irrigation, and agricultural infrastructure.

Mandates inclusion of implications of the federal Food Safety Modernization Act, additional farmer incentives, funding to calculate import/export quantities by crop, and requirements for state agencies to purchase a percentage of food locally.

Notes that a 2012 report estimated replacing 10 percent of Hawaii's imported food with local production would keep approximately $313,000,000 in the local economy and generate 2,300 jobs.

Requests the Governor submit the strategic plan to the Legislature no later than 20 days before the 2018 Regular Session convenes.
