Request DLNR to assist OHA in providing an easement to Agribusiness Development Corporation for water irrigation infrastructure on OHA-owned property in Central Oahu (TMK No. 71001045, 71001046, and 71001050).

Establish context that Hawaii's agricultural production is insufficient to meet state food consumption needs, requiring reliance on imports that creates health, safety, and security concerns.

Reference the Governor's September 1, 2016 commitment to double Hawaii's food production by 2020 and the State's acquisition of over 1,900 acres of agricultural land in Central Oahu and North Shore requiring irrigation.

Note that Act 122 (2014) appropriated $2,500,000 for planning and design of a recycled water irrigation system at Wahiawa Wastewater Treatment Plant that can provide 1,000,000 gallons of R1 water for food crop irrigation.
