Urges the University of Hawaii to examine its current online programs and work toward increasing the number of online accredited courses and degree programs.

Requests the University of Hawaii formulate a plan to increase cooperation among its campuses to provide greater numbers of online courses and program offerings.

Directs the University of Hawaii to examine faculty resistance to online programs and identify solutions to address those concerns.

Instructs the University of Hawaii to evaluate whether reduced tuition rates for online courses and programs would incentivize student enrollment.

Requires the University of Hawaii to report findings and recommendations to the Legislature no later than twenty days prior to the 2018 Regular Session.
