Requests the State Historic Preservation Division of the Department of Land and Natural Resources to conduct a statewide survey and recommend sites for inclusion on the National Register of Historic Places.

Directs the State Historic Preservation Division to work with the Hawaii Historic Foundation to complete the survey.

Requires recommendations on incentives for property owners maintaining National Register properties, state strategies to acquire surveyed properties, and funding mechanisms for the State Historic Preservation Division.

Mandates submission of findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2018 Regular Session.

Directs transmission of certified copies to the Chairperson of the Board of Land and Natural Resources and the Administrator of the State Historic Preservation Division.
