Amends Senate Rule 18 to require the Committee on Ways and Means Chair to provide all Senate members with a minimum of two briefings on appropriations bills.

First briefing must occur no later than twelve legislative days after Opening Day each regular session, covering the Governor's proposed General Appropriations Bill or Supplemental Appropriations Bill and the Financial Plan.

Second briefing must be provided prior to the Committee filing its proposed General Appropriations Bill or Supplemental Appropriations Bill, including a summary comparison with the Governor's and House's proposed bills.

Requires the Committee on Ways and Means to make available the contents of appropriations bills to all Senate members for at least 48 hours during the 48-hour period before passage on third or final reading.

Changes language from "to the extent practicable" to mandatory requirement that committee make bill contents available to members.
