Adds new Rule 23(4) allowing committee chairs discretion to permit oral testimony on bills, and if allowed, requires equal time limits for all testifiers stated at the beginning of discussion.

Renumbers previous Rule 23(4) to Rule 23(5), requiring the last standing committee to hold a public hearing on bills that have been amended substantially by other committees and haven't had public input on those amendments.

Adds new Rule 23(6) requiring all standing committees to publish testimony submitted by testifiers, provided the testimony complies with Senate law, rules, and procedures.

Amendments take effect upon adoption of the resolution.
