Amends Senate Rule 46 regarding bill referral to committee by modifying the process for requesting reconsideration of bill referrals.

Requires the President to respond to reconsideration requests by written notification to the requesting chair within three working days, replacing the previous standard of "a reasonable time."

Allows bills with major amendments or wholesale changes to be re-referred to different committees at the President's discretion, with the President's determination required within 24 hours of receiving the proposed senate draft.

Takes effect upon adoption of the resolution.
