Amends Hawaii Revised Statutes Section 321-11 to require the Department of Health to deem occupational therapists licensed under chapter 457G as qualified mental health professionals when adopting rules for hospitals and other health care facilities.

Amends Hawaii Revised Statutes Section 346-14 to require the Department of Human Services to deem occupational therapists licensed under chapter 457G as qualified mental health professionals when administering medical assistance programs.

Applies retroactively only to rights, duties, penalties, and proceedings that occurred after the bill's effective date.

Becomes effective upon approval by the governor.
