Imposes a 2.64 percent surcharge on prepaid wireless service purchases in Hawaii, collected at the point of sale from consumers by sellers.

Sellers may deduct and retain 3 percent of collected surcharges for administrative costs, with remaining balance remitted monthly, quarterly, or semi-annually to the Enhanced 911 Board based on annual collection amounts.

Surcharge applies to retail transactions within Hawaii based on business location, shipping address, billing address, or mobile telephone association with a Hawaii address.

Exempts minimal prepaid wireless telecommunications service (10 minutes or less, or $5 or less) when bundled with a device at a single non-itemized price from the surcharge requirement.

Makes the prepaid wireless E911 surcharge the sole funding obligation for enhanced 911 services on prepaid wireless telecommunications, prohibiting any additional taxes or fees for this purpose; effective July 1, 2018.
