Removes "membership-based" requirement from the definition of "community-based organization" in the Hawaii Community-Based Economic Development Program.

Reduces the Community-based Economic Development Advisory Council from twelve members to ten members, maintaining at least one representative per county and one financial community representative.

Expands grant eligibility to include organizations providing technical assistance to community-based organizations, in addition to community-based enterprises and economic development activities.

Adds new categories of eligible grant recipients, including organizations providing technical assistance to community-based organizations.

Updates non-discrimination language to reference "sexual orientation, disability, or any other characteristic protected under applicable federal or state law" instead of limiting it to "physical handicap."

Effective date: July 1, 2038.
