Amends Section 201-72.5 of the Hawaii Revised Statutes to modify the composition and appointment process of the thirteen-member Aerospace Advisory Committee within the Department of Business, Economic Development, and Tourism.

Changes the appointment authority for the three aerospace industry representatives and three in-state aerospace industry representatives from the Governor alone to a shared process where the Governor appoints one member and the President of the Senate and Speaker of the House each submit nominees for one member.

Eliminates the requirement that the Governor appoint the four economic development board representatives and three University of Hawaii system representatives, allowing these entities to directly select their own representatives instead.

Takes effect on July 1, 2017.
