Renames the Hawaii Television and Film Development Special Fund to the Creative Media and Film Infrastructure Special Fund and expands its revenue sources to include film studio rental revenues, film permit processing fees, and motion picture tax credit processing fees.

Eliminates the Hawaii Television and Film Development Board and repeals associated grant and venture capital investment programs, redirecting the special fund to support Hawaii film studio operations, maintenance, new infrastructure development, and workforce training in creative media industries.

Establishes new uses for the special fund including operations and repair of the Hawaii film studio, new infrastructure development, creative media industry programs, and workforce skill-building initiatives.

Appropriates $1,000,000 from the creative media and film infrastructure special fund for fiscal year 2017-2018 to be expended by the Department of Business, Economic Development, and Tourism.

Takes effect on July 1, 2038.
