Permits wireless providers to collocate small wireless facilities and networks on state and county structures, utility poles, and light standards without requiring special or conditional use permits in public rights-of-way, rural, agricultural, and urban areas.

Establishes that small wireless facilities must not exceed specified cubic footage limits: 3 cubic feet per individual antenna (6 cubic feet total), with equipment limits ranging from 21-35 cubic feet depending on structure type and number of providers supported.

Requires annual recurring rates for small wireless facility collocations on utility poles to follow the Federal Communications Commission formula for telecommunications pole attachments (47 C.F.R. § 1.1409(e)(2)).

Allows conservation-designated lands to process small wireless facilities through special or conditional use permits rather than prohibiting them outright.

Permits wireless providers to maintain, repair, or replace facilities with substantially the same or smaller equipment without obtaining new approvals; applies to permit applications filed after January 1, 2018, effective July 1, 2017.
