Amends HRS Section 92-28 to expand the authority of boards, commissions, and governmental agencies to adjust professional and vocational licensing fees, including special assessments, by up to 50% without exceeding statutory limits.

Adds specific chapters to the list of agencies authorized to adjust fees with gubernatorial approval, including chapters 436H, 440E, 465D, 466D, 472, and 481E.

Grants all boards, commissions, programs, and entities created under title 25 and assigned to or placed within the Department of Commerce and Consumer Affairs the authority to adjust fees and special assessments.

Allows the Department of Commerce and Consumer Affairs to adjust fees established by statute or rule without requiring the public notice and hearing requirements of chapter 91.

Becomes effective July 1, 2112.
