Adds a new section to Hawaii Revised Statutes Chapter 439 authorizing the Department to issue citations to beauty culture licensees and permittees for specified violations.

Covers seven specific violations including failure to display licenses, failure to ensure only licensed individuals practice cosmetology, failure to display price list signs, and improper identification of instructors or instructor-trainees.

Each citation may assess a fine of $100 per violation and must be served by personal service with written description of the violation and specific statute or rule violated.

Licensees or permittees may submit a written request for a hearing before the board or its designee within 20 calendar days of service to contest the citation; if not contested, the citation becomes a final order.

Failure to pay assessed fines within 30 calendar days may result in further disciplinary action by the board; takes effect July 1, 2017.
