Amends Chapter 128A of Hawaii Revised Statutes to clarify that the State Office of Homeland Security operates subject to the direction and control of the governor.

Establishes the Hawaii State Fusion Center as an official program under the Office of Homeland Security, with a director appointed by the director of homeland security.

Requires the fusion center to operate continuously as a focal point for monitoring all crimes and hazards, sharing local, national, and international threat information with the intelligence community.

Directs the fusion center to establish a joint integration center to coordinate cybersecurity, cyber incident response, critical infrastructure protection, and intelligence analysis across local, state, and federal agencies.

Effective upon approval and applies to all lawsuits filed as of and after the date of approval.
