Extends the civil service exemption for five full-time medical marijuana dispensary program personnel at the Department of Health from June 30, 2017 to June 30, 2020.

Maintains the exemption from chapter 76, Hawaii Revised Statutes (civil service requirements) to stabilize program operations and prevent staff loss due to salary reductions from conversion to civil service status.

Requires all employees in exempt positions on June 30, 2020 to be appointed to civil service positions while retaining all prior service credits, vacation leave, sick leave, and other benefits.

Establishes that all Department of Health personnel actions after June 30, 2020 shall be subject to chapter 76, Hawaii Revised Statutes, unless the exemption is further extended.

Takes effect upon approval.
