Requires American Sign Language English interpreter referral agencies to register with the state prior to operating or advertising services in Hawaii.

Prohibits referral agencies from referring uncertified interpreters, failing to notify clients of selected interpreters within 24 hours, operating without valid registration, disclosing confidential consumer information, or failing to secure payment agreements before or within three business days of booking assignments.

Establishes payment terms requiring invoices to be paid within 30 days and mandates agencies remit any interest received on interpreter payments within 30 days or face 1% monthly interest on unpaid balances.

Provides civil remedies including injunctive relief, damages of at least $500 per violation (capped at $1,000 for first-time violators), and three times actual damages or $1,000 (whichever is greater) for consumers harmed by violations.

Designates violations as prima facie fraud that cannot be discharged in bankruptcy and classifies knowing violations as criminal theft; effective July 1, 2018.
