Limits parking meter fee exemptions to drivers with disabilities who are unable to operate parking meters due to their physical disability.

Requires issuance of distinguishing parking permits or decals to indicate which disabled drivers qualify for the meter fee exemption.

Restricts meter fee exemption to the first two-and-a-half hours or the maximum time the meter allows, whichever is longer, and requires prominent display of the distinguishing permit or decal.

Establishes that the Disability and Communication Access Board shall adopt rules for issuance, renewal, design, and other requirements related to the distinguishing parking permits or decals.

Effective date: July 1, 2090.
