Authorizes law enforcement officers and commissioned volunteer enforcement officers to confiscate disability parking permits that are fraudulently manufactured, altered, used without authorization, or invalid.

Adds a new misdemeanor offense for selling or purchasing disability parking permits, with each sale or purchase constituting a separate violation.

Defines "invalid" as expired or voided in the disability parking permit statute.

Removes existing language from section 291-53 that previously allowed confiscation only for unauthorized use, replacing it with the comprehensive confiscation authority established in the new section 291-A.

Takes effect July 1, 2090.
