Increases the Hawaii Emergency Planning and Community Right-to-Know Act (HEPCRA) Tier II filing fee from $100 to $200 per facility submission.

Applies to facilities required to report that use, store, or manufacture hazardous substances, with fees due by March 1 each year.

All collected fees are deposited into the environmental response revolving fund to support county local emergency planning committees.

Funding supports joint emergency planning response training, specialized equipment purchases, and hazardous materials emergency preparedness activities for county first responders.

Takes effect on July 1, 2090.
