Authorizes the Department of Land and Natural Resources (DLNR) to immediately assume control of vessels grounded on state submerged lands, shorelines, or coral reefs if the owner cannot remove the vessel within 24 hours of notification.

Requires owners to remove vessels grounded on sand beaches, sandbars, or mudflats within 72 hours of notification; allows DLNR to assume control if the owner fails to do so.

Permits DLNR to remove grounded vessels using "any means necessary" to minimize damage to natural resources and prevent navigation hazards.

Makes vessel owners solely responsible for all removal costs and expenses and any damage to state or private property caused by the grounded vessel.

Provides civil liability protections for persons who assist in vessel removal efforts in good faith and without compensation, except in cases of gross negligence or wanton acts.
