Requires legislative appropriations to be specifically authorized and allocated before the Hawaii Paroling Authority can furnish discharged persons with funds of up to $200 upon discharge or parole.

Prohibits the Hawaii Paroling Authority from granting final discharge to inmates serving any portion of a court-ordered mandatory minimum sentence or those owing restitution.

Converts the mandatory annual hearing requirement for paroled prisoners on parole for five years into an administrative review process rather than an in-person hearing before the authority.

Gives the Hawaii Paroling Authority discretion to recommend a complete pardon for paroled prisoners, rather than making it a mandatory consideration.

Makes the consideration of military service honorable discharge as grounds for final discharge and pardon recommendation subject to the authority's discretion.
