Expands crime victim compensation to include mental health services for surviving relatives of deceased victims resulting from crimes.

Authorizes compensation for mental health services for child witnesses in cases involving domestic violence crimes under Hawaii Revised Statutes section 709-906.

Maintains existing priority that compensation to direct crime victims takes precedence over compensation to relatives, witnesses, or other individuals.

Adds mental health service expenses as a compensable category alongside existing covered expenses such as medical, funeral, and burial costs.

Applies to crimes within Hawaii's jurisdiction after June 6, 1967, and to Hawaii residents injured or killed by crimes in other states after July 1, 1989.
