Establishes the Hawaii Promise program administered by the University of Hawaii board of regents to provide scholarships covering unmet direct costs for qualified students at UH community college campuses.

Eligible students must be Hawaii residents, complete the FAFSA, accept all available federal and state aid, enroll in degree or certificate programs with at least 6 credits per semester, and maintain satisfactory academic progress.

Scholarships are awarded on a first-come, first-served basis in amounts equal to unmet direct costs (including tuition, fees, books, supplies, and transportation) minus Pell Grants and other scholarships, subject to available funding.

Appropriates $2,500,000 for fiscal year 2017-2018 and $2,500,000 for fiscal year 2018-2019 to establish and implement the program.

Takes effect on July 1, 2017.
