Reinstates the President of the University of Hawaii as the chief procurement officer for all procurement contracts under chapter 103D, Hawaii Revised Statutes, removing the bifurcated system created by Act 87 (2013).

Removes the requirement that the administrator of the state procurement office serve as chief procurement officer for university construction contracts and professional services contracts relating to construction.

Repeals coordination requirements between the University of Hawaii and the Department of Accounting and General Services for procurements of professional services furnished by licensees under chapter 464 for construction projects.

References the January 2016 state procurement office report finding that the University of Hawaii conducted construction procurements in a "compliant, efficient and transparent manner."

Becomes effective July 1, 2050.
