Exempts University of Hawaii Board of Regents from chapter 91 (Hawaii Revised Statutes) rulemaking procedures for internal university matters including management, inventory, equipment, and expenditures.

Requires Board of Regents to adopt internal policy at open public meetings subject to chapter 92 (open meetings law) instead of following chapter 91 administrative rulemaking procedures.

Mandates that expenditure documents and budgetary materials be disclosed in open meetings and made available to the public at least six calendar days before the meeting.

Converts specific university policy areas from rules to open meeting policy adoption, including residence for tuition purposes, state higher education loan fund administration, and parking fee assessments.

Takes effect upon approval.
