Establishes a dark night skies protection advisory committee within the University of Hawaii with 13 members representing state agencies, county governments, and academic institutions to develop a statewide strategy addressing light pollution.

Requires the advisory committee to evaluate issues including light pollution reduction, energy conservation, protection of threatened and endangered species affected by artificial light, impacts on astronomical observations, and establishment of dark night sky parks.

Authorizes the advisory committee to invite representatives from federal agencies (Fish and Wildlife Service, FAA, Coast Guard, Federal Highway Administration), the military, the Hawaiian astronomical society, and lighting engineers to provide input.

Requires the University of Hawaii to submit initial findings and recommendations to the legislature no later than twenty days before the 2018 regular session, with updated reports before each regular session in 2019, 2020, and 2021.

Dissolves the advisory committee on June 30, 2021, and takes effect upon approval.
