Repeals Section 5 of Act 234 (2016), which tied homeless shelter stipend payments to performance measures achieved by provider agencies rather than guaranteed minimum amounts.

Repeals Section 6 of Act 234 (2016), which required all shelter contracts effective after June 30, 2017 to comply with the new standards and directed implementation beginning July 1, 2016.

Finds that Act 234 resulted in unintended negative consequences by making shelter operations more costly and causing some shelters to close, leading to more homeless people returning to streets and parks rather than using shelters.

Takes effect on June 30, 2017.
