Department of Public Safety shall work with Social Security Administration to establish an agreement enabling staff from both agencies to process applications for replacement social security cards for inmates before release.

Department must provide Hawaii-born inmates with certified birth certificates and state identification cards or replacement driver licenses before release upon sentence expiration, unless inmate has valid documents, active detainers, is being compassionately released, or will be in custody less than 180 days before release.

Department must submit inmate information to Department of Health including photos, dates of birth, names, birthplace, and parents' names to facilitate birth certificate acquisition.

Department must assist inmates born outside Hawaii in completing applications for birth certificates and identification cards from their home states, and provide locations of appropriate licensing authorities near release addresses.

Department shall include in annual legislative reports the number of inmates released with and without required documents, identify implementation impediments, and provide recommendations for process improvements.
