Amends Section 13D-2 of Hawaii Revised Statutes to add a new qualification for Office of Hawaiian Affairs (OHA) Trustee candidates.

Requires that candidates for OHA Trustee board positions must not be currently registered as a lobbyist with the Hawaii State Ethics Commission.

Maintains existing qualifications that board members must be Hawaiian, qualified and registered to vote, and a resident of the island for which they seek election or appointment.

Preserves existing restrictions prohibiting board members from holding or being candidates for other public office under state or county governments.

Effective upon approval.
