Appropriates matching funds for county fire stations in Hawaii, Honolulu, Kauai, and Maui, contingent on each county providing dollar-for-dollar matching funds for their respective firefighters' emergency supplies.

Addresses findings that current emergency preparedness supplies at fire stations fall short of the Hawaii Emergency Management Agency's seven-day recommendation, with counties storing only one to four days of supplies.

Requires emergency provisions to sustain firefighters on fully-staffed shifts for seven days at all participating fire stations.

Takes effect on July 1, 2099.
