Prohibits civil liability and criminal prosecution for shooting range operators and users regarding noise or noise pollution from ranges operating in compliance with applicable noise control laws or ordinances established at or before the range's initial construction or operation date.

Prevents nuisance actions and court injunctions against shooting ranges based on noise or noise pollution when the range complies with noise control laws or ordinances in place at the time of the range's initial construction or operation.

Exempts shooting ranges from state department or agency rules limiting outdoor noise decibel levels.

Protects property owners with adjacent land from maintaining nuisance actions against lawfully operating shooting ranges when there has been no substantial change in the range's use.

Allows shooting ranges lawfully operating under existing law to continue operations despite nonconformance with new ordinances or amendments enacted after the range's establishment.

Clarifies that participants in sport shooting at ranges accept inherent risks including noise, projectile discharge, equipment malfunction, and natural terrain hazards.
