Establishes the Papahanaumokuakea Marine National Monument program within the Department of Land and Natural Resources Division of Aquatic Resources to coordinate Hawaii's co-management role with the Office of Hawaiian Affairs and federal authorities.

Designates the Department of Land and Natural Resources as the lead state agency for managing the monument, which was expanded by Presidential Proclamation 9478 on August 26, 2016, and requires collaboration with the Office of Hawaiian Affairs on Hawaiian cultural resources.

Authorizes the department to issue permits consistent with federal regulations, provide management recommendations, solicit grants and donations, adopt administrative rules, and charge proportional fees for services with board approval.

Allows the board to impose administrative penalties for violations of the chapter, related rules, or permit terms and conditions under section 187A-12.5.

Makes an appropriation from general revenues for fiscal years 2017-2018 and 2018-2019 (amount left blank in bill text) and takes effect July 1, 2030.
