Requires the Cancer Research Center of Hawaii to retain all grant funding in its special fund rather than contributing to the University of Hawaii research and training revolving fund.

Establishes the cancer research center's special fund as the sole source of funding for the center's research, operating expenses, and capital expenditures.

Allows grants and other fees received by the cancer research center to be deposited into its special fund, while prohibiting transfers from the University of Hawaii tuition and fees special fund or general fund.

Exempts grants received by the cancer research center from the overhead revenue sharing provisions of the University of Hawaii research and training revolving fund.

Takes effect on July 1, 2017.
