Amends section 103D-302, Hawaii Revised Statutes, to require subcontractor and joint contractor listings in construction bids only for contracts with a total estimated value exceeding a specified threshold (amount left blank in bill).

Allows construction bids lacking required subcontractor listings to be accepted if acceptance is in the State's best interest and the subcontractor work value is equal to or less than a specified percentage of the total bid amount (percentage left blank in bill).

Addresses bid protest delays by reducing the number of subcontractors requiring listing in proposals, thereby decreasing opportunities for bid challenges based on subcontractor listing errors.

Maintains all existing requirements under chapter 444, Hawaii Revised Statutes, regarding the use of properly licensed subcontractors.

Takes effect July 1, 2050.
