Limits liability for volunteers and nonprofit organizations that maintain or repair cemetery grounds in Hawaii, protecting them from liability except in cases of gross negligence or intentional misconduct.

Volunteers may receive reimbursement only for actual authorized expenses and cannot use perpetual care funds for reimbursement purposes.

Volunteers performing maintenance and repair services do not require licensure under chapter 441, but activities are limited to general maintenance, care, and preservation—excluding burial-related activities.

Requires the director of commerce and consumer affairs, in consultation with the comptroller, to develop short-term and long-term strategies for repair and maintenance of Sunset Memorial Park in Pearl City, Oahu.

Director must report findings and recommendations to the legislature no later than twenty days before the 2018 regular session convenes.
