Requires Hawaiian language to be used for public acts and transactions beginning January 1, 2020.

Removes the prohibition on Hawaiian language use in official government documents and establishes it as a required language alongside English.

Requires public officers to make reasonable efforts to provide government records, papers, and documents in Hawaiian upon request by members of the public.

Maintains English as binding language in cases of irreconcilable differences between English and Hawaiian versions of state laws.
